Is there a LATEX utility, application or add-on to the browser that one can use off-line to create equations?  I have seen a few websites that use LATEX to produce mathematical equations in lectures or texts.

Yes, the Tex (and Latex) were initially designed for "offline" use -- free of charge, OS independent, and very popular in text processing of scientific society.

The syntax seems different here than on other sites, and spaces do make a difference.  This is not easy for the novice.

I think the difference lies in the fact that it is not true LATEX, but a clone called Mimetex.  The host would have to do a whole bunch of things to make real LATEX possible, and I'm not sure that they would want to compromise certain security features for it.

So Mimetex will have to do.
